E-GAP’s €100M Fleet-as-a-Service deal electrifies Rome’s transit network, driving Europe’s zero-emission transformation

Europe’s race toward zero-emission transport just picked up speed. Italian fleet innovator E-GAP has launched a €100 million Fleet-as-a-Service program that could rewrite how cities electrify public transport.

Unveiled at Busworld Europe 2025 in Brussels, the initiative offers transit agencies an all-inclusive subscription covering vehicles, chargers, maintenance, and renewable energy. Instead of owning buses and infrastructure, cities simply pay for service, much like software firms shifted to subscriptions for flexibility and predictable costs.

Rome is the first city to sign on. The pilot spans Roma Est and Roma Ovest, engaging operators SAP, BIS, and Tuscia. The rollout includes more than 250 electric buses and over 100 high-power chargers, all fueled by certified renewable energy. Second-life batteries will provide storage to stabilize the grid and keep energy flowing during peak hours.

For Rome, long burdened by traffic and pollution, the move signals a cleaner, more resilient future. “This model could accelerate Europe’s shift to zero-emission transport faster than traditional procurement ever could,” said a representative of the International Association of Public Transport.

Analysts see the appeal: cities can modernize fleets without sinking millions into infrastructure, a crucial advantage as climate goals tighten and public budgets remain under strain.

Challenges remain, including energy regulations, market diversity, and uneven infrastructure readiness, but optimism runs high. If successful, E-GAP’s approach could become the template for Europe’s electrified cities.

The company’s leap highlights a broader truth about the mobility revolution: innovation now hinges not just on better batteries but on smarter business models. With Rome leading the way, Europe’s electric transformation is no longer a distant dream, it’s already on the road.
